It's an emergency situation at the animal shelters in Los Angeles, which are suffering from an overpopulation problem that, in turn, shuts out the growing number of animals that still need homes. The city's"no-kill" policy was intended to be a "feel-good" measure, but it has resulted in a lack of space in increasingly crowded shelters and animals abandoned on the street. PETA Sr.VP Lisa Lange talks to Emil Guillermo about how the situation got this way and how "no-kill" is no answer to the city's dog and cat overpopulation.
